This structure occupies two storeys and is relatively intact, although in decay. It has shops on the ground floor, accessed through a number of flat lintel doorways interspersed with banded pilasters. All doorways have overhead ventilators. The upper floor has a large balcony with stucco lattice railings and tall stucco columns. At the centre is an ornamental bay with four columns supporting three small pointed arch pediments. These, in turn, support a larger semicircular arched pediment with a stucco urn. To one corner is a smaller bay with a triangular pediment supported on two columns.
